The administrative suspension of a driver's license following a DWI arrest is a remedial civil sanction, not criminal punishment, so it does not bar or merge with the criminal DWI prosecution — the two proceedings run on independent tracks. The court relied on the statutory command that administrative suspension 'shall be supplementary to and in addition to the suspensions or revocations of driver licenses which are ordered by a court of competent jurisdiction,' on the civil preponderance standard applied at the administrative hearing, and on the availability of a restricted (hardship) driving permit.
